Improving the business climate is part of an ongoing process of progress and inclusive dialogue. It was with this in mind that the International Network of Francophone Investment Promotion Agencies (RIAFPI), in collaboration with CEPICI of Côte d'Ivoire, organized a capacity-building workshop focused on Public-Private Dialogue (PPD) on April 10 and 11, 2026, in Abidjan.
Over two days, member agencies delved into crucial topics: PPD governance, facilitative leadership, and the adoption of new global evaluation tools such as the World Bank's 'Business Ready' or the Ibrahim Index of African Governance. Each delegation, including Madagascar's, developed a concrete roadmap to optimize the business environment in their respective countries.
EDBM, an active member of RIAFPI since 2023, took this opportunity to share Madagascar's successful experience. The dialogue mechanism adopted in 2023 notably helped streamline port operations in Toamasina, thereby enhancing the country's economic attractiveness, as reflected in the B-Ready 2025 report indicators.
In Madagascar, PPD is a strategic priority coordinated by EDBM and placed under the presidency of the President of the Refoundation of the Republic. This framework helps restore confidence among economic operators and co-create the reforms needed to address structural bottlenecks to investment.
This momentum benefits from the ongoing support of major international partners, notably the Delegation of the European Union and the World Bank through the PIC project (Integrated Growth Poles). The Malagasy delegation, led by the Director of Reforms and the PPD Coordinator, returns with enhanced tools to accelerate the country's economic transformation.
