About EDBM

The Economic Development Board of Madagascar (EDBM) is the national investment promotion agency of Madagascar, established by Decree No. 2024-1466 and attached to the Presidency of the Refounding of the Republic of Madagascar. It supports national and international investors, streamlines their procedures, and contributes to the country's economic development through job creation and support for high-potential sectors.

GENERAL DIRECTORATE

The Chief Executive Officer (CEO) of EDBM steers and executes the agency's strategy, primarily based on the guidelines defined by the Board of Directors, to attract, support, and facilitate investments in Madagascar. She represents the institution before national and international partners and institutions, oversees the execution of tasks and team performance, leads actions aimed at improving the business climate, and coordinates initiatives to promote the country as an attractive investment destination.

OUR MISSIONS

Attached to the Presidency of the Republic of Madagascar and under the technical supervision of the Ministry of Industrialization and Trade (MIC), as well as the financial supervision of the Ministry of Economy and Finance (MEF), the Economic Development Board of Madagascar (EDBM) is Madagascar's National Investment Promotion Agency (IPA). It represents the institutional expression of the Government's commitment to drive economic growth and job creation by implementing and developing projects that maximize benefits for the country, led by both foreign and domestic investors. As such, EDBM serves as the primary gateway for investors in Madagascar and collaborates closely with various ministries to strengthen private sector competitiveness, attract Foreign Direct Investment (FDI), and support Domestic Direct Investment (DDI). The agency provides a comprehensive range of support services, from business setup to aftercare, and coordinates public-private dialogues to improve the business environment. As an Investment Promotion Agency (IPA), EDBM aims to enhance the competitiveness of the Malagasy private sector, increase Foreign Direct Investment (FDI), formulate and recommend incentive measures for private investments in Madagascar, and support investors throughout all stages of their establishment and expansion through its specialized Investment Managers and One-Stop Shop.

EDBM (Economic Development Board of Madagascar) has several regional branches established across the national territory to bring its services closer to local businesses and investors. These branches provide administrative and technical support in each region. Official representations are located in Antananarivo (headquarters), Antsiranana, Nosy Be, Mahajanga, Antsirabe, Toamasina, Manakara, Fianarantsoa, Toliara, Tolagnaro, and Sambava.
