EDBM is recruiting a lawyer in charge of reforms

Job description

Placed under the direct responsibility of the Director in charge of the Reforms and the Development of Private sector, the lawyer in charge of reforms is designed to: (i) control and monitor the implementation of activities regarding reforms in order to establish an incentive framework towards the project of private investments in Madagascar, (ii) collaborate with the Administration, the Ministry and the private sector to achieve all of the reform actions linked with investments for the business climate improvement, and to (iii) participate in the implementation of support to other departments within EDBM and to private sector.

Main tasks:

  • Analysing, monitoring and ensuring the mobilization of actions to undertake on the purpose of improving Madagascar rank in Doing business report and in other indicators
  • Taking part in the writing of legal, juridical and regulatory texts that pursue the improvement of business climate in Madagascar
  • Making ongoing legal watch at a national, regional, and international level
  • Providing juridical advice and opinions to users of service users at EDBM according to demands
  • Representing the institution during meetings or events with interests for the activities
  • Providing technical input to the discussions, the conception and the implementation of activities involved in investment climate feature, especially the Public-Private Dialogue, the promotion and the facilitation of investments, communication and business intelligence.

The mission will change in accordance with new orientations, new projects, or potential reorganizations within the Direction responsible for Reforms.

Requested profile

  • Graduated from a University or a College majoring in Laws (minimum Master degree), specialized in Business Law
  • At least 3 years of professional experiences in legal advice, in legislative and regulatory text analysis
  • Sound knowledge on the environment and juridical culture of Madagascar
  • Experiencing in development projects covered by funders would be an asset
  • Strong communication skills with the actors for all levels (Government, technical and financial partners, and private sector)
  • Sense of teamwork and ability to meet deadlines
  • Excellent analytical and synthetically skills
  • Fluent in French, both orally and in writing
  • A good command of English would be an asset

Duration and place of work

The workplace would be in Antananarivo with an open-ended contract after the probationary period
